ျပည္ေထာင္စုအဆင့္ ပစ္ခတ္တိုက္ခုိက္မႈ ရပ္စဲေရးဆိုင္ရာ ပူးတြဲေစာင့္ၾကည့္ေရး ေကာ္မတီ၏ (၁၂) ႀကိမ္ေျမာက္ ပံုမွန္ အစည္းအေ၀းကို ရန္ကုန္ၿမိဳ႕ရွိ အမ်ိဳးသားျပန္လည္သင့္ျမတ္ေရးႏွင့္ၿငိမ္းခ်မ္းေရးဗဟိုဌာနတြင္ ယေန႔ နံနက္မွ စတင္၍ က်င္းပလ်က္ ရွိပါသည္။
အစည္းအေ၀းတြင္ ျပည္ေထာင္စုအဆင့္ ပစ္ခတ္တိုက္ခုိက္မႈ ရပ္စဲေရးဆိုင္ရာ ပူးတြဲေစာင့္ၾကည့္ေရး ေကာ္မတီ၏ ဥကၠ႒ ဒုတိယဗိုလ္ခ်ဳပ္ႀကီးရာျပည့္က အမွာစကား ေျပာၾကားရာ၌ “ပစ္ခတ္တိုက္ခုိက္မႈ ရပ္စဲေရးဆိုင္ရာ ပူးတြဲေစာင့္ၾကည့္ေရး ေကာ္မတီ (JMC) ကို ပဋိပကၡ ျဖစ္စဥ္တြင္ အဓိက ပါဝင္ေနသည့္ အဖြဲ႔မ်ားႏွင့္ ဖြဲ႔စည္းထားျခင္း ျဖစ္ၿပီး ခံစားေနရသည့္ ျပည္သူအတြက္ အရပ္သား ကိုယ္စားလွယ္မ်ားလည္း ပါဝင္ေၾကာင္း၊ အရပ္သား ကိုယ္စားလွယ္မ်ားကို တရားသူႀကီး အေနျဖင့္ ခန္႔ထားျခင္း ျဖစ္ေၾကာင္း၊ ပဋိပကၡမ်ား ေပၚေပါက္လာလွ်င္ မည္သို႔ ေဆာင္ရြက္ရမည္ ဆိုသည့္ လုပ္ထံုးလုပ္နည္းမ်ား JMC တြင္ သတ္မွတ္ထားၿပီးျဖစ္ေၾကာင္း၊ ထို လုပ္ထံုးလုပ္နည္းမ်ားသည္ ၿငိမ္းခ်မ္းေရး လုပ္ငန္းစဥ္ အတြက္ အသက္ေသြးေၾကာ ျဖစ္ေၾကာင္း” ေျပာၾကားသည္။
ဒုတိယဥကၠ႒ (၁) ဗိုလ္ခ်ဳပ္ ေစာအိုင္းဇက္ဖိုး (KNU) က “ႏွစ္ဘက္အဖြဲ႔မ်ား အၾကား သံသယမ်ား ရွိေနေသးၿပီး NCA ကို နားလည္မႈ လြဲေနသျဖင့္ JMC အေကာင္အထည္ေဖာ္မႈသည္ ေခ်ာေမြ႔ေနသည္ မဟုတ္ေၾကာင္း၊ NCA ကို ႏွစ္ဖက္အဖြဲ႔မ်ားက ေလးစားမႈ ရွိရမည္ ျဖစ္ေၾကာင္း၊ သို႔မွသာ ယံုၾကည္မႈ အဆင့္ဆင့္ ရွိလာမည္ ျဖစ္ေၾကာင္း၊ အရပ္သားမ်ားသည္ စစ္၏ အနိ႒ာ႐ုံႏွင့္ ရင္ဆိုင္ခဲ့ရသည့္ အတြက္ JMC ကို ယံုၾကည္ရန္ လိုအပ္ပါေၾကာင္း၊ ႏိုင္ငံေရး ေဆြးေႏြးပြဲမ်ား ဆက္လက္ ေဆာင္ရြက္ရန္ JMC အေပၚတြင္ မ်ားစြာ မူတည္ပါေၾကာင္း၊ မည္သို႔ အခက္အခဲမ်ား ရွိသည္ျဖစ္ေစ စိတ္ရွည္ ဇြဲရွိစြာျဖင့္ အေကာင္အထည္ေဖာ္ ေဆာင္ရြက္သြားရမည္ ျဖစ္ေၾကာင္း” ေျပာၾကားသည္။
အရပ္သား ကိုယ္စားလွယ္ ဒုတိယ ဥကၠ႒ (၂) သိကၡာေတာ္ရ ဆရာေတာ္ ေစာမက္သယူးေအးက “ JMC-S မ်ားကို သတ္မွတ္ ရည္မွန္းသည့္ အတိုင္း (၅) ေနရာတြင္ ဖြဲ႔စည္းခဲ့ၿပီး ျဖစ္ေၾကာင္း၊ ေဒသအဆင့္ JMC-L မ်ားကို (၂) ေနရာတြင္ ဖြဲ႔စည္းႏိုင္သည့္ အတြက္ JMC ၏ ႐ုပ္လံုးသည္ ပီျပင္လာၿပီ ျဖစ္ေၾကာင္း၊ အရပ္သားမ်ား၏ အခန္းက႑သည္ ပို၍ အေရးႀကီးလာေၾကာင္း၊ ၿငိမ္းခ်မ္းေရး လုပ္ငန္းစဥ္တြင္ ပါဝင္ေနသည့္ အဖြဲ႔အစည္းအားလံုး တစ္စိတ္တစ္ဝမ္းတည္း ျဖစ္ရန္ အခ်ိန္ယူရမည္ ျဖစ္ေၾကာင္း၊ ၿငိမ္းခ်မ္းေရးပန္းတိုင္သို႔ ေရာက္ရွိရန္ လက္တြဲ ေလွ်ာက္လွမ္းရင္း ျပည္ေထာင္စု ျမန္မာႏိုင္ငံေတာ္ႀကီး ၿငိမ္းခ်မ္းေရး ရရွိေအာင္ ေဆာင္ရြက္ရမည္ ျဖစ္ေၾကာင္း” ေျပာၾကားသည္။
အစည္းအေ၀းကို သံုးရက္ၾကာ က်င္းပမည္ ျဖစ္ၿပီး သတင္းစာ ရွင္းလင္းပြဲ က်င္းပမည့္ ေန႔ရက္၊ အခ်ိန္ကို မၾကာမီ ထုတ္ျပန္သြားမည္ ျဖစ္ပါသည္။
September 20, 2017 -- The 12th regular meeting of the Joint Ceasefire Monitoring Committee (Union) took place this morning at the National Reconciliation and Peace Center (NRPC) in Yangon. In the opening remark, Lieutenant General Yar Pyae, Chairperson of the JMC-U, said, “The Joint Monitoring Committee (JMC) comprises, not only parties involved in the conflict but also civilian representing conflict-affected communities. Civilian members of the JMC must play a key role in the implementation of ceasefire agreement. In fact, civilian component is designed to carry out the role of juries, and civilian members have to safeguard the mandates of the committee.”
Vice Chairperson (1), Major General Saw Isaac Po (KNU) said, “The implementation of joint ceasefire monitoring process is quite challenging, because of mistrust between the government and ethnic armed organizations, and different interpretations of the Nationwide Ceasefire Agreement (NCA) by different member organizations. The JMC member organizations must honor the NCA so that trust and confidence can be built. Despite the challenges on the ground, the JMC member organizations must move forward.”
Afterwards, Vice Chairperson (2), Rev. Saw Matthew Aye said, “So far, 5 state-level joint ceasefire monitoring committees have been established in the Bago and Tanintharyi regions, the Mon, Kayin and Shan states. Also, 2 local-level joint ceasefire monitoring committees have been established, and all committees are functioning. As you know, the role of civilian component in the JMC has become significant as the programme is expanded. The JMC member organizations must ensure that everyone is on the same page, and everyone is moving toward the lasting peace.”
The meeting will continue until September 22.
